ANSI C12 Subcommittees

ANSI C12 standards are developed by a system of committees and working groups under the auspices of the American National Standards InstituteNEMA serves as Secretariat for the C12 standards development.  ANSI C12 Standards can be ordered here. The active subcommittees are listed below.

  • C12 Main
    C12 Main has oversight of all activities with respect to the C12 family of standards.  Development and maintenance of standards are done in subcommittees which operate under the authority of C12 Main.  C12 Main is chaired by Tom Nelson of NIST.

  • SC 1 Subcommittee to Revise ANSI C12.1 and ANSI C12.10
    SC 1 has the responsibility for the two most fundamental standards in the C12 family.  C12.1 is the foundation standard which applies to all electricity meters.  It provides most of the definitions, basic specifications and testing requirements. C12.10 defines the physical dimensions of approved meter forms. SC 1 also has jurisdiction over several semi-obsolete standards which are maintained for legacy purposes.  SC 1 is chaired by Scott Weikel of Elster Solutions.

  • SC 15  Meter Sockets and Test Blocks
    SC 15 has responsibility for C12.7(Sockets) and C12.9(Test Switches).  SC 15 also has jurisdiction over several semi-obsolete standards which are maintained for legacy purposes.   SC 15 is chaired by Shawn Glasgow of Milbank Manufacturing Co.

  • SC 16  Solid State Watthour Meters
    SC 16 has responsibility for C12.20, the standard for high accuracy electronic meters.  It is one of the most active subcommittees.  SC 16 is chaired by Herman Millican of Austin Energy.

  • SC 17  Data Communications Protocols
    SC 17 has responsibility for five standards relating to communications protocols.  It is the most active of all subcommittees.  Because of the emense volume and detail of its topics it does most of the work in four working groups (WG).  SC 17 is chaired by Larry Kotewa of The Center for Neighborhood Technology.

  • SC 17  WG 1 ANSI C12.22
    WG 1 has responsibility for C12.22 which is the most modern standard dealing with data communication over networks.  WG 1 is chaired by Ed Beroset of Elster Solutions.

  • SC 17  WG 2 ANSI C12.19
    WG 2 has responsibility for C12.19 which deals with end device data tables.  WG 2 is chaired by Ed Beroset of Elster Solutions.

  • SC 17  WG 3 ANSI C12.23
    WG 3 has responsibility for C12.23 which is a standard under development. With the growing complexity of communcations, this standard is aimed at providing compliance and interoperability testing for communications functionality.  WG 3 is chaired by Brent Cain of Itron.

  • SC 17  WG 4 ANSI C12.21
    WG 4 has responsibility for C12.21 which deals with the first generation communication protocols which were point-to-point based.  WG 4 is chaired by Aaron Snyder of Enernex.

  • SC 27  Meter Upgradeability
    SC 27 is working on issues of upgrading meter software and functionality in the field.  SC 27 is chaired by Aaron Snyder of Enernex.

  • SC 29  Field Testing of Metering Sites
    SC 29 is in the process of developing a standard for the testing of metering sites. This standard will deal with testing all aspects of a metering site including: (1) wiring, (2) current transformers, (3) potential transformers, and (4) meters. SC 29 is chaired by Bill Hardy of Power Measurements.
